Flying/Hunting/Bowing/A Beast
It looks like a person holding two weapons, perhaps sickles, a priest or an important figure of some kind. Or perhaps it's a person bowing with religious relics over their head. Or perhaps it's a bird. Two even, One flying above the other. The wings of the one bellow are falling apart. Who knows? Something is falling apart in this. Perhaps the reality of someone is falling apart and they're not looking too happy about it. Can you make out the fading smile?
